Klantgestuurd voorraadbeleid en empowerment, over Te Woon en andere initiatieven van woningcorporaties
Woningcorporaties hebben door de jaren heen verschillende vormen van voorraadbeleid ontwikkeld. Eén hiervan is het zogenaamde klantgestuurd voorraadbeleid dat, in tegenstelling tot andere vormen van voorraadbeleid, de klant laat (mee) beslissen over interventies in de woningvoorraad. Zijlstra onderzoekt in zijn thesis wat klantgestuurd voorraadbeleid nu eigenlijk is en welke vormen van klantgestuurd voorraadbeleid er in de praktijk bestaan. Tot op heden is er namelijk nauwelijks onderzoek voor handen naar de vormen van klantgestuurd voorraadbeleid, de doelen die er mee worden bereikt en de daadwerkelijke effecten van het beleid.
Zijlstra zoomt in zijn onderzoek in op een van de meest voorkomende vormen van klantgestuurd voorraadbeleid – Te Woon - en onderzoekt wat de empowerment effecten van het beleid zijn voor de bewoners die met het beleid bereikt worden. Te Woon biedt bewoners de keuze tussen het huren van hun sociale huurwoning of de koop ervan. Bij koop kan gekozen worden voor het kopen met kortingen en risicodeling. De empowerment effecten die bewoners als gevolg van Te Woon kunnen ervaren onderscheid Zijlstra in vier vormen die zijn ontleend aan de cognitieve psychologie en zijn gebaseerd op interpretaties van het begrip “power”: authority, energy en capacity empowerment.
Naar aanleiding van de evaluatie van Te Woon formuleert Zijlstra tot slot enkele heroverwegingen. Deze kunnen de woningcorporaties helpen bij het kiezen voor het voeren van klantgestuurd voorraadbeleid of daarin passende initiatieven.
