Critical infrastructures: Aligning institutions and technology.
Infrastructures are critical since they support very fundament needs related to the provision of energy, communication and transportation. Hence, safeguarding the expected performance of these sectors is of utmost importance. An integrated approach of engineering and institutional economics is required to meet this challenge. In infrastructures technology and economic institutions are closely related. Critical technical functions need to be safeguarded otherwise the technical system will 'break down' in the most extreme case. In the electricity sector for instance, load balancing of the production and consumption of power is a critical technical function. Safeguarding these critical technical functions is a coordination problem, both from an engineering and institutional economic perspective. Technical and institutional coordination mechanisms need to be aligned in order to safeguard the expected system performance. For instance, in the electricity sector innovative technologies allow for small-scale power production. Even individual households can produce power, for example by solar panels. Hence, households evolve from consumers to 'prosumers' of power. In order to facilitate these technical developments, institutional changes are required. Responsibilities and institutional arrangements with respect to critical technical functions need to be reconsidered. To be sure, it is not only technology that drives the ongoing changes in infrastructures. Governmental regulation can provide incentives in favor of specific technologies, like for instance electric cars, offshore wind energy systems, or high speed internet connections. Also the ongoing process of liberalization and privatization of infrastructures strongly influences technological developments in these vital sectors. Failures in the performance of infrastructures can often be related to a misalignment between the technical and institutional requirements that safeguard the critical technical functions.

De kunstmatige natuur van de mens: Over techniek, de menselijke conditie en idealen
Naast de relatief vertrouwde apparaten die onze levens sterk bepalen, zijn we de laatste jaren getuige van de opmars van een aantal nieuwe technologieën die soms met de letters “NBIC” worden aangeduid. Deze letters staan voor “nanotechnologie”, “biotechnologie”, “informatietechnologie” en “neurowetenschap”. Verwacht wordt dat deze technologieën steeds sterker met elkaar verweven zullen raken en elkaar zullen versterken, waardoor grensoverschrijdende technologische successen zullen worden geboekt. Er wordt gespeculeerd over mogelijkheden om ziektes voor eens en altijd uit te bannen, altijd gelukkig te zijn, eeuwig te leven, baby’s naar eigen keuze te kunnen samenstellen, mensen te verbeteren door onderdelen van hun lichaam te vervangen door apparaten. Dit vooruitzicht vraagt om een kritische reflectie op de verhouding tussen mens en techniek. Deze algemene vraag wil ik wat verder specificeren in drie richtingen: 1) Hoe moeten we de menselijke natuur begrijpen in een wereld die door en door technologisch is? 2) Vormt de techniek een gevaar voor de menselijke natuur? 3) Is techniek een bedreiging voor het sacrale en Goddelijke?

From Mobile Service Research to Market Success: Some Considerations on Bridging Gaps
The rapid growth and market spread of mobile communication technology has resulted in the field of mobile service design and development becoming increasingly important to all market actors. In this presentation the interplay between the areas influencing the entry of service providers and of service take-off will be outlined. This is then discussed in the context of a current research project from the mobile health care field; enabling the identification of typical gaps experienced on the path from prototyping to market deployment. In parallel we examine some common obstacles and pitfalls experienced when transitioning from an academic research prototype to an industry product launch. Obviously, the different criteria for gaining success in either domain need to be reflected on. Based on this resulting multi-facetted interest space we reconsider the concepts of “Open Innovation” and the “Design Research Paradigm”. The presentation concludes by providing food for thought about current and future collaboration models between academia and industry in the sphere of telecommunications.
